Reforms in the real estate sector is the need of the hour for tackling issues like high stamp duty which often results in otherwise honest people having to deal in black money, according to the Economic Survey 2010-11 tabled by Finance Minister Pranab Mukherjee in the Lok Sabha on Friday.
Real Estate and Finance Minister seem to be at logger heads over the wants and needs of the sector. Interestingly when one proposes and the other disposes, both of them justify their stand in the name of “Aaam Aadmi”, the common man who is the consumer and the end-user. But in this cacophony of confusion the “Aaam Aadmi” is often found wondering as to who will ask for his wish list with Union Budget.
The cash strapped realty companies can have a breather in budget for 2011-12 as the Finance Minister is expected to make announcement of a guarantee corpus for banks on realty lending. Track2Realty has learnt that the banks will get this guarantee corpus of Rs. 1000 crore to lend for housing projects.
The time of the year has come when everyone is dreaming about the Finance Minister’s briefcase. Though real estate is ready with its list of expectations, experts believe that this year it would be good to expect much from the government owing to the kind of fiscal deficit government is going through. Expectations are high because of the increase in home loan interest rates, which have hampered the affordability of the buyer.
National Real Estate Development Council (NAREDCO), the apex body of real estate industry in the country, expects Finance Minister to grant infrastructure status to housing under section 801A of IT Act, 1961, thereby, treating housing at par to other infrastructure projects.
I am relatively dissatisfied with the budget focus on the sector as no efforts made to the growth of the sector. My wish list to the Finance Minister is to relax the provisioning norms of banks for Real Estate loans, sector status to real estate, clarity on service tax & VAT, with some relaxation and to increase the interest exemption on Housing loan. But then the Finance Minister has not consulted the industry representatives in the last few years.
In the immediate aftermath of the bribes for loan scam involving LIC Housing Finance, the Finance minister Pranab Mukherjee in conjunction with Dept of Financial Services asked for a complete monitoring of all the companies mentioned in the CBI case filed. All public sector banks, financial institutions and state owned insurance companies have been asked to examine their exposure to the 21 companies named by CBI in the housing loan scam, and give a subsequent compliance report.
After the Convention of confederation of real estate developers’ association of India (CREDAI) where the Finance Minister Pranab Mukherjee urged the realty sector to be poor sensitive, it seems the affordable housing is the buzz word now. National Real Estate Development Council (NAREDCO), the apex body for real estate and housing sectors under the aegis of Ministry of Housing & Urban Poverty Alleviation, Government of India, also announced that its convention is aimed at realizing the “Housing for All” call of Prime Minister of India, Dr. Manmohan Singh.
No one has got a clear answer to the core of the problems and every industry stakeholder has his own point of view. However, the economies of scale suggests it definitely helps the developers to undertake cost-effective measures since material procurement happens at a group level. This gives large developers an advantage over other smaller developers and projects. Also, the duration of construction has an impact on the cost. The developers must ensure the completion of projects on time, which could help us sell the properties at a faster pace and keep the cost under control.
The Union Budget this time would be the last full budget ahead of the General Elections due next year. The real estate sector is yet again parroting the old demands, with the only difference being that the concerns of the home buyers too finds a place in their wish list. The developers have come to realise that the home buyers can no longer be ignored as they are the most necessary in the real estate business cycle.
